1. CAN ANYONE BRING IN A MOTOR VEHICLE?
Yes, provided that the motor vehicle is brand new. Under Bangko Sentral ng Pilipinas (BSP) Circular 92, Series of 1995, dated October 15, 1995, the importation of a brand-new motor vehicle of all types, including motorcycles has been liberalized and would no longer thus require prior authority to import.

2. WHEN IS A MOTOR VEHICLE BRAND NEW?
A motor vehicle is brand new if and only if the following criteria are satisfied:
  a. That the motor vehicle is of current or advance year model;
  b. It has never been registered or used;
  c. It is covered by a certificate of first ownership;
  d. Of the year of the immediate preceding year in the country of origin and/or manufacture provided that:
    1. The motor vehicle has a mileage of not more than 50 kilometers and;
    2. The motor vehicle has been acquired by the importer from the dealer as first owner.


3. HOW ABOUT MOTOR VEHICLES NOT OF CURRENT OR ADVANCE YEAR MODEL?
They shall be processed as in used motor vehicle.

4. WHAT ABOUT USED MOTOR VEHICLES?
Only qualified individuals may bring in a used motor vehicle which shall be duly covered by a prior authority to import. Under appendix 1-D of BSP Circular-Letter, Series of 1995, dated October 19, 1995, the importation of used vehicles continue to be regulated and would therefore require prior authority from the Bureau of Import Services (BIS), Department of Trade and Industry (DTI).

5. WHO IS QUALIFIED TO IMPORT USED MOTOR VEHICLES?
Under Executive Order No. 284 as implemented by BIS, in relation to BSP Circular-Letter, Series of 1995, dated October 19, 1995, the following individuals maybe allowed to bring in used motor vehicles:
  a. A returning Filipino or a former Filipino citizen who has stayed abroad for more than a year;
  b. An immigrant to the Philippines (shall be at least a holder of a 13G Visa duly issued by the Bureau of Immigration and Deportation).

  Provided further that:
  a. Only one (1) unit motor vehicle per family is allowed to be brought in. (A motorcycle is considered a motor vehicle for this purpose).
  b. The vehicle is registered in his name for at least six (6) months prior to shipment to the Philippines;
  c. Proof can be presented that the vehicle was acquired out of the earnings abroad.

6. IS PERSONAL PRESENCE OF THE CAR-OWNER NECESSARY?
Personal presence by the car-owner of the used motor vehicle is required.

7. IS THERE ANY OTHER RESTRICTION ON THE MOTOR VEHICLE THAT MAY BE BROUGHT IN?
Yes. Whether brand-new or not, the motor vehicle should be left-hand drive.

8. IS THE IMPORTED VEHICLE SUBJECT TO TAXES AND DUTIES?
Yes. Whether brand-new or used, purchased or donated, the imported vehicle is subject to 40% Customs duty, 10% VAT and Ad Valorem Tax from 15% to 100% depending on its piston displacement. Its book value serves as the tax base and not the purchase price nor the acquisition cost. The book value is sourced from universally accepted motor vehicle reference books such as the Red Book, Blue Book, World Book depending on the origin of the imported vehicle.

9. ARE SPARE PARTS SENT WITH THE MOTOR VEHICLE ALSO TAXABLE?

Yes. These are taxed separately.



Importer

{+] Has resided in the US for at least one ( 1 ) year (accumulated within 3 year period of
his/her stay abroad up to the date of filling of the application).
[+] Immigrant holding 13G or 13A only
[+] Former Filipino now holding US passport may apply for 13G. or Dual Citizenship


Motor Vehicle

[+] Left Hand Drive
[+] Not to exceed 3,000 Kgs GVW
[+] Registered under the name of the qualified importer for at least six ( 6 ) months prior to
the submission of the application to the Bureau of Import Services.
[+] Certificate of Emission Compliance ( CEC ) from country of origin duly authenticated by
the Philippine Embassy / Consulate abroad. ( Under CAA RA 8749 ).


Documentary Requirements


Philippine Passport Holders

a) Completely filled out and Notarized Bureau of Import Services Application Form. Get your Form Here.
b) Notarized Affidavit of Undertaking. Get your Form Here.
c) 1 copy of 2X2 picture with signature
d) Original or authenticated copy of complete pages of old and new passport
e) Original or authenticated copy of Car Title or Registration
f) Processing Fee of One Thousand Five Hundred Pesos ( PHP 1,500 ) for cars and
Nine Hundred Pesos ( PHP 900 ) for motorcycle.


Foreign Passport Holders [ 13G/13A/ Dual Citizen]

a) Completely filled out and Notarized Bureau of Import Services Application Form. Get your Form Here
b) Notarized Affidavit of Undertaking Get your Form Here
c) 1 copy of 2X2 picture with signature
d) Original or authenticated copy of passport stamped with valid 13G or 13A or Oath of Allegiance, as the case maybe.
e) Original or authenticated copy of Car Title or Registration
f) Processing Fee of One Thousand Five Hundred Pesos ( PHP 1,500 ) for cars and
Nine Hundred Pesos ( PHP 900 ) for motorcycle.
g) Alien Certificate of Registration ( ACR ) and Immigrant Certificate of Residence ( ICR ) to be complied and presented upon arrival of the applicant in the Philippines.


NOTE:

- US Customs Clearance is required prior to loading to container

- Importation of motor vehicles are subject to payment ofPhilippine taxes and duties
- Personal appearance of applicant at the BIS is required prior to the release of the motor vehicle
from the Philippine Bureau of Customs.
- Secure Local Emission Certificate prior to Philippine Land Transportation Office ( LTO ) registration
under CMO No. 34-2001 in accordance with Section 2, Rule XXXII of the Clean Air Act ( RA 8749 ).
- An individual can avail of the program only once ( paragraph 5.1.1 )
- Only one vehicle shall be allowed per family ( composed of husband, wife and unemancipated minor.
- There shall be no resale of the motor vehicle for three years ( EO 156, Sec 3, para 3.1.1 )

Additional Requirements prior to shipment:

  • Certificate of Title

  • US Customs Clearance

  • Department of Motor Vehicle Clearance

  • Philippine Bureau of Import Services Clearance

    It is important that if you are shipping householdgoods that both the auto and householdgoods shipment should be shipped and processed at the same time.

You may however ship a vehicle no matter what model it is as long as you are willing to pay. We also encourage to have the vehicle pre-assessed prior to deciding on shipping it. We require a copy the vehicle Certificate of Vehicle Title emailed to info@manilaforwarder.com plus $50 processing fee that can be billed via paypal.
